From Jane James, p. 38 (who summarized it from Chase's History of Concord, NH): "By the act of incorporation, Samuel Emerson, Esq. of Chester was authorized to call the 'first meeting of the inhabitants for the choice of town officers' on the 3rd Tuesday of August 1765. He was reelected every year as town clerk until 1787. In 1735 he was a selectman and he was the first Justice of the Peace in Chester. He was said to have such integrity and judgement and the people had so much confidence in him that nearly all minor controversies were referred to him without legal formalities and his decision was beyond review or appeal. He was among those chosen to represent people to lay a permanent plan or system for future government of the state. A convention was agreed upon to be held at Concord Jun 1778. Samuel Emerson of Chester attended the constitutional convention of 73 delegates." References
