Phebe Moore was born on 13 February 1774, in Pocahontas, West Virginia, United States, her father, Moses Moore, was 36 and her mother, Mary Elliott, was 29. She married Jonathan McNeill on 3 January 1792, in Bath, Virginia, United States. They were the parents of at least 4 sons. She died on 30 June 1867, in her hometown, at the age of 93.
