Judge United States court customs appeals. Born Jamaica, July 13, 1857; son of Emmons Daniel and Lucia A. (Pierce) Barber. Educated at Bernardston (Mass.) Academy, Leland and Gray Seminary, Townshend; Perkins Institute, Woodstock; and Albany (N.Y.) Law School. In 1898 married Alice Mabel Norton of Benningenton; they have three children, Lucia Pierce and Mab Norton, born Aug 24 1899; and Norton Barber, July 10, 1908. Practiced law at Arlington and Benningenton 1882 to 1910. A Republican; states attorney Benningenton County 1886-87; represented Arlington in the Legislltature 1892; senator from Bennington County 1894; member of commmittee to revise statutes 1892-4; railroad commissioner 1894-6; chairman of committee to publish statutes 1894-5; auditor of accounts 1898-1902; delegate to Replubican national convention 1896; chairman of special tax commission 1906-8; chairman of special committee to prepare and public Digest Vermont Reports 1909; appointed judge U.S. court customs appearls 1910.
