Loueasie was one of eleven children born to Martha (Osborne) and John D. Howell. Loueasie was born January 23, 1913 in McDowell, Floyd Co., Ky. She married Bill Halbert, and birthed five children from this union. Two of the five died at or shortly after birth. The first child was born in 1931 was named Northern and would have been her oldest child if he had lived. Another boy was born and died in 1937. The following year Bill Halbert was killed in a mining accident. Nearly a decade later, Loueasie married Emmanuel Bartley, 20 years her senior. That union produced four children, one of which did not survive infancy. This child, named Stanley, was born in 1954 during the month of July. Loueasie was known as a very hospitable lady, who loved to cook delicious meals for family, neighbors and friends. She was particularly known for her fried chicken and chocolate fudge. She would often babysit for other family and friends and it was not unheard of for her to suckle other women's children, as this was common at this time. She and Emmanuel lived in a house on Frasure's Creek that was built by Emmanual. She suffered from multiple conditions in her later years including Alzheimer's and lived at Mountain Manor Nursing home in Prestonsburg, Floyd Co., Ky, where some of her children were able to visit her often.
