Born in Washington County, Texas, Tol was the son of W P Rutledge and Susannah Camp. He married Irene M Hamblin in Travis County, Texas on July 9, 1879. In 1891 he established a ranch on Spring Creek, originally running cattle. In 1913 he purchased eighteen hundred Delaine ewes which he crossed with Rambouillets. He owned this ranch until his death. He also served as sheriff of Irion County for a time.
Tol and Irene were the parents of eleven children:

Tol died in 1932 and was laid to rest in Sherwood Cemetery. His wife, Irene passed in 1937 and his buried next to her husband.
