Possibly this James Mitchell: http://www.horseshoe.cc/pennadutch/people/scotirish/scotrish.htm The Mitchell family was of somewhat superior status. James Mitchell was a surveyor before he came into Donegal, and seems to have been then or soon thereafter a government official. In 1722 he was made a justice for Donegal township of Chester county, and in the same year was appointed a commissioner to survey the "Springgettsbury Manor" on the west side of the Susquehanna river. He lived a mile below Galbraith's mill, and became a large landowner. He represented Donegal of Chester county in the Assembly in 1727, and was one of the first assemblymen of Lancaster county in 1729.
