So it appears from two 1900 census records that Sarah Coolbaugh VanHorn (who LATER married James F Jackson) was born in Aug 1865 and James' first wife Sarah MNU was born Jan 1872. This should help distinguish the two Sarah's.

According to his (2nd) marriage license issued May 1921, James was born in Dallas, PA and in 1921 was residing in Union Hill, New Jersey. Note that James is found in the 1920 census living in Union Ward 3, Hudson County, NJ. [According to Wikipedia, Union Hill was a town that existed in Hudson County, New Jersey, United States, from 1864 to June 1, 1925, when it merged with West Hoboken to form Union City.] But that 1920 census record appears to have been thoroughly messed up as far as where everyone was born. Possibly the info was given by someone else or even the sister-in-law that had come to live with the family after James' first wife died. Note that in this 1920 census James is marked as a widower; so his first wife and mother of the listed children is deceased. Possibly she was born in Wyoming COUNTY, PA and thought perhaps the others were also. Ella's last name was difficult to read and ancestry.com has it as Henderson. Possibly it is Anderson.

[Sarah, James' first wife has apparently died and Sarah's sister has come to live with the family. The birth locations are nearly all wrong. Anna Coolbaugh Geiger, James' wife's sister, married Charles Geiger. In 1921 James remarried (a second wife also named Sarah) in Dorranceton, Luzerne Co., Pennsylvania and the family is found in Luzerne on the 1930 census record.

    The birth locations are messed up on this record, possibly given by the sister-in-law, but this Hudson County record is the correct family for James.
