He was ensign, 11 May 1782 in the Second Stonington Company. In his will, dated 23 Jul 1761, and proved 9 Oct 1761, he mentions his sons Jesse, James, and Amos (deceased), his daughter Eunice Babcock, his granddaughter Mary, daughter of his son Amos (deceased), and his sons-in-law Capt Joseph Palmer and Timothy Babcock. At a General Assembly holden in his Magestie's English colony of Connecticut, New England in America, on Thursday the 11th day of May, anno Regne Regis, George !! Secundi, Magnae Brittanie, Quinto Annoque, Dom 1732 on page 368 (72) this assembly do establish and confirm Mr. James Billings of Stonington Connecticut, to be ensign of the second company or trainsband in the town of Stonington aforesaid and order that he be commissioned accordingly.
