Herbert Fullinger was born in 1881 at Sidlesham in Sussex, son of a charwoman named Maria Fullinger, late Grant, formerly Prior, and her husband George Fullinger, a carpenter. Herbert appears in the 1881 census (taken on 3rd April) before his parents had named him - he is listed simply as one month old "infant Fullinger". He was baptised Herbert on 10th April, a week after the census.

Herbert then appears in the 1891 census living with his parents and siblings at Mill Road in Sidlesham. He has yet to be researched after 1891.
