Frederick Horton was born in March 1851 at Great Wymondley in Hertfordshire. He was the son of a straw plaiter called Fanny Horton, formerly Venables, and her husband William Horton, an agricultural labourer. Frederick appears in the 1851, 1861 and 1871 censuses living in Great Wymondley with his parents and siblings. His maternal grandfather also appears living with the family in the 1871 census. As early as 1861, when he was only ten years old, Frederick was working as an agricultural labourer.

On 22nd July 1871, aged 20, Frederick married a straw plaiter named Hannah Ann Moles. She was from the neighbouring village of Willian, but had been working in Great Wymondley as a domestic servant. They married in Great Wymondley and appear to have stayed living in the village for the rest of their lives. They had seven children together between 1871 and 1884, although three died young.

Frederick worked as an agricultural labourer, looking after animals. He was described as a horse keeper, stockman and herdsman at different points.

Hannah died in 1928, aged 79. Frederick outlived her by just under four years and died in 1932, aged 80.
