Frank Exline was educated at Carthage College in Illinois 1877-8. He was the first Russell County boy to graduate from the University of Kansas with an LLB degree in 1884. He was a member of Phi Kappa Psi. He was an attorney in Ashland Kansas1885, Lamar County Colorado 1886, Rapid City South Dakota, 1906 and Denver, Colorado 1913. He was author of the Municipal Code of Colorado Springs, Colorado 1914. He was author of "The New Democracy" 1916 and "Politics" 1922.
