Frances Margery (Hazlett) Fuelling was born in Monona, Iowa to George W. and F. Mae (Cunningham) Hazlett. She attended Giard/Monona schools and received her B.A. from Upper Iowa University in Fayette. She taught elementary school in Ventura, Stanley and Owlwein, Iowa before moving to Elmhurst, Illinois where she continued teaching until her retirement in 1976. Frances was a member of the Methodist Church in Oelwein and Elmhurst, and a former member of Delta Kappa Gama and the Eastern Star.

Frances was preceded in death by her parents, four sisters, and two brothers. She is survived by her three children and seven grandchildren. Frances was well loved by her family and friends, who considered her to be a very charming, intelligent, and thoughtful person.
