Frances Cooper was born in 1868 at South Hylton in the parish of Ford, County Durham. She was the daughter of Isabella Cooper, formerly Thompson, and her husband Joseph Cooper, a shipwright. Frances was the eldest of the couple's three daughters. Some time between 1871 and 1875 the family left South Hylton and moved a few miles north to the town of Hebburn on the banks of the Tyne. Frances appears in the 1881 census living with her parents and siblings at 36 Hood Street in Hebburn.

Frances has yet to be researched after 1881, although she appears to have still been alive in 1911, as her mother reported to the 1911 census that all her three children were still alive.
