His parents are recorded as Juan Maria Santiago and Engracia Torres. His age is given as 49 years of age and the record states that he was born in Aibonito. Teresa's age is given as 26 years of age and her parents are Marcos Bernier and Carmen Girau. Witnesses were Juan Santiago and Feodoro Santiago. Felipe is shown to be a widower and his first wife's name was Josepha Maria Santini.

!NOTE: Felipe's marriage to Teresa Bernier was on the same day and in the same church as Teresa's brother Segundo Bernier's marriage to Maria Carolina Layas.

!BAPTISM_CONFIRMATION: Felipe was baptised and confirmed during a Youth Temple excursion at the Washington D.C. Temple on 10 March, 2007, by the young men of the Denbigh Ward.
