Douglas James Rice was born on 11th February 1904 at Erith in Kent, son of Catharine Eleanor Rice, formerly Amor, and her husband Joseph Rice, a constable in the Metropolitan Police. Douglas was the youngest of three children, with two older sisters. The 1911 census finds the family living in the police quarters on Harrow Manor Way in the Abbey Wood area of Erith.

In 1928 Douglas married Dorothy Gwendoline Richardson. She was from Warwickshire, but they married at Barnet. They appear to have had at least one son.

Dorothy died in June 1990 in Bristol. Douglas died the following month, aged 86.
