The 1901 Census appears to put 'Lizzie' or Elizabeth 10 years older than Charlotte and put her as Head of the household. Previous census returns have stated a 6 year gap between Charlotte and Elizabeth with Charlotte being the older of the two. Never-the-less this census return is extremely likely to fit with Charlotte Bailey for this record.

Levi Bailey's probate record of May 6th 1901 demonstrates Charlotte as having Elizabeth as her middle name (Charlotte Elizabeth Bailey). This might explain in part the confusion between the naming of sisters in the 1901 Census return. It could be that Charlotte calls herself "Lizzie". However, there is no evidence that Elizabeth Bailey has Charlotte in her name...
