Married Myrtle Lewis on May 24, 1896 in at her parents' home in the country in Partidge, KS. He was for his entire life with the firm Hutton and Oswald, proprietors of the American Steam Laundry of Hutchinson, KS. They were married by the Rev. Noah Asher of the Hutchinson Methodist Church. The next day they moved into a handsome new Hutchinson residence that CWO had purchased and furnished at 301 W. Ninth St. Myrtle was one of the most popular school teachers in Hutchinson.
CWO also was a schoolteacher for two years, one of the first graduates of Hutchinson HS. When the mail delivery system was inaugurated here he became the first letter carrier appointed by the city, serving 1887-1890. In April 1891 he became associated with Emmet Hutton in ownership of the laundry. He was a life-long Democrat, served on the City Council for four years, and later as one of the first three city commissioners when the city commission form of government was established. He served as commissioner of public utilities and streets until 1911. He was a delegate to the Democratic national convention in 1904.
He was active in lodges and other functions. He was a 32nd degree Mason, Knight Templar, Scottish Rite and other Masonic orders, an Elk and was vice-president of the Commercial Club, forerunner to the Chamber of Commerce.
He never retired, and was in good health up until a few days before his death. He was 10 when he came to KS. His father Anthony Oswald brought his family to Reno County from Wayne County. Ohio. His grandfather William Oswald, also was a pioneer, in Ohio, where he manufactured boots and shoes for 50 years.
CWO was educated in local schools and in Salt Lake township. His father secured 80 acres of railroad land in Center township and later bought 480 acres in Salt Creek township.
