    Albert C. Loughner, 83, of Jeannette, died Friday, Feb. 7, 2003, in Greensburg Care Center. He was born April 19, 1919, in Harrison City, a son of the late John and Carrie Loughner. Prior to retirement, he worked at the Irwin Union Cemetery. In addition to his parents, he was preceded in death by two sisters, Florence Ruffner and Irene Kohl; and a brother, Howard Loughner. He is survived by a brother, James Loughner of Greensburg; and a number of nieces and nephews, including Donna Frendy of Jeannette. ... Interment will follow in Twin Valley Memorial Park, Delmont.
