The son of Maryland-born John & Eva (Krumrine) Steffee and twin brother of Henry C. Steffee, aka Stephens, in 1860 he was a laborer presumably living in Newberry Township, York County, Pennsylvania, although that portion of the census is largely unreadable. He stood 5' 4" tall and had black hair and gray eyes.

A Civil War veteran, he enlisted in Harrisburg August 30, 1864, mustered into federal service there August 31 as a private with Co. D, 200th Pennsylvania Infantry, and honorably discharged with his company May 30, 1865.

He married Sarah Ann "Annie" May in 1867 in York and fathered John M. (b. 02/18/68), George M. (b. 12/27/70), Annie (b. 07/10/73), William M. (b. 11/06/75), Harvey M. (b. 07/29/81), and Elizabeth (b. 12/10/83). He died in Conewago Township, York County, at age 78-8-25 from "acute myelitis."
