The two children listed as niece and nephew are probably grandchildren, Mary Annie Newton and James P Newton were the two oldest children of Frances Elizabeth. It could be that Swinburne gave the census details and correctly stated that the children were his niece and nephew instead of giving their relationship to the head of the household.
