WeRelate:Suggestions/Prevent non-admin delete when multiple contributors

Suggestion

If a page has been created/edited by more than one user (without marking it as a minor revision), prevent it from being deleted by anyone other than an admin person.

The purpose of this change is to recognize that some WeRelate users edit pages others created in an effort to improve the overall quality of data at WeRelate, even when they have no personal interest in those pages (and thus choose not to watch them). Since WeRelate encourages this type of crowdsourcing, it is inappropriate for the original contributor to delete the page just because they have lost interest in WeRelate.

Revisions marked as minor will be ignored when applying this rule, since it generally means that the contributor didn't do any research - simply reformatted something.

If a page needs to be deleted because it is incorrect, this can be brought to the attention of an admin volunteer (using the speedy delete template) and the admin can still delete the page.
