According to Wikipedia, Mills has an occupational origin. Mill workers or owners of one or more mills would have received the name, through being called "John the worker of the mills", or "Joe the owner of the mills" until it was shortened to simply John or Joe Mills. The name origins are known to be English and Scottish.

According to Ullmann (pg. 1), Peter Mills in the United States originated as Pieter Wouterse van der Meulen of the Dutch Republic (precursor to the Netherlands), born c.1622 and died 17 Apr 1710 in Windsor, Connecticut. He came to the United States sometime before 1666, the year of his first marriage.
