Carter County is a county located in the U.S. state of Kentucky. It was formed in 1838 and was named for William Grayson Carter, a state senator at the time of its creation. The county seat is named for his uncle, Robert Grayson. As of 2010, the population was 27,720. Its county seat is Grayson, Kentucky.

Carter County is part of the Huntington-Ashland, WV-KY-OH, Metropolitan Statistical Area (MSA). As of the 2010 census, the MSA had a population of 287,702. New definitions from February 28, 2013 placed the population at 363,000.
