Willda Ann McVeigh was born January 2, 1935 in New Richmond, Wisconsin. She was the first child of Samuel and Rachel McVeigh. Her early years were spent in the New Richmond area where she was soon joined by two brothers.

Willda was named after her paternal grandmother, Willda Ethel McVeigh-Holloway and her mother Rachel Ann McVeigh. She participated in normal school activities, growing up in Wisconsin, California, and Arkansas. In the early 1950's when the family moved to Southern California Willda met and married Clarence Kell. They had two children Samuel Eugene and Brenda Sue. By the mid 50's Willda had relocated to South Whidbey and established a home for herself and her children.
