- Instructions to Christopher Codrington as Captain General and Governor in Chief of HM Carribbee Islands, lying to leeward from Guardaloupe to the Island of St. John de Porto Rico. Upon arrival to assemble the Council. Councillors nominated for Montserrat - Col Thomas Delaval, LG, Col Edward Fox, Edward Parsons, William Fox, Anthony Hodges, JR, Thomas Lee, Richard Clayton, John Irish, William Fry, John Seet, Janes Thynne.
p851 - 18 July 1699, Montserrat
- Lists of names of which the respective Councils in the Leeward Islands were filled. Various lists, drawn up by Col Codrington, Mr Cary, Mr Weaver, and Mr Vernon with observations on the various choices by Cary and Weaver. Finally the names agreed by the council.
- Col Thomas De La Val, Lt. Gov, Col Francis Collingwood, Lt Gen, Edward Parsons, William Fox, Anthony Hodges, jr, Thomas Lee, Richard Clayton (non-resident), John Irish, William Fry, John Scott, and James Thynn. Generally described as Of good sense, honesty, and repute: Thomas Lee, Of good estate, a Dutchman, not much conversant in business. Other names suggested: Anthony Hodges, Sr. (deceased), John Davis (dead), Edward Buncomb (marked xxxm) and Joseph Little.
