Listed in the WWI Civilian Draft for Clark, SD, at which time he had one wife and one child. The timing fits marriage to Agnes "Maha", age 26, on 17 Mar 1915 in Clark County, SD. This woman's maiden name is listed as "Casper" or "Cooper" in the 1915 South Dakota state census.

On February 15, 1936, Ross Luther Quigley, age 38, and Martha Legel, both of Kansas City, Kansas, obtained a marriage license in Clay County, Missouri. This couple is listed in 1940, at 94 N. 10th St. in KC-- Ross, 39 b. SD, Martha 23 OK, and Ross H. 1 KS. (Ross H., 11 Mar 1939-31 Jul 1999, is buried at Leavenworth). There is no further record of a Ross b. 1901.
