Clinton Pelham Fynes was baptised on 12th February 1826 at Langton by Horncastle in Lincolnshire, son of a farmer called Charles Fynes and his wife Elizabeth. He appears to have been known by his middle name, as Pelham, with his first name Clinton only appearing on his baptism record. Pelham appears in the 1841, 1851 and 1861 censuses living with his parents and siblings at Langton.

On 29th July 1868, aged 42, Pelham married a widow called Hannah Alcock, formerly Ward. They married at the relatively recently built church of St Andrew, which was at the time in Langton parish but had been built to serve the developing small resort town of Woodhall Spa, which straddled the parishes of Langton, Kirkstead, Thimbleby and Woodhall. Hannah had one son from her first marriage, to whom Pelham became stepfather. Pelham and Hannah went on to have another son, also called Pelham Fynes, in 1868.

The 1871 and 1881 censuses each find Pelham and Hannah living on Mill Lane in the area then known as Langton Moor, being the part of Langton parish which adjoined Woodhall Spa. Pelham was described variously as an agricultural labourer and cottager.

Hannah died in 1889, aged 60.

The 1891 and 1901 censuses each find Pelham living alone in a four roomed house on Mill Lane. He died on 28th April 1904, aged 78, and was buried at St Andrew's Church in Woodhall Spa.

There is a note under "Mill Lane" saying "Late Langton Moor" and another note at the top of the page saying "The whole of the Houses on this page are now included in the new Civil Parish of Woodhall Spa." Vision of Britain (accessed 6 June 2019) suggests that the area formerly known as Langton Moor was transferred from Langton parish to Woodhall parish in 1887, before becoming part of the new Woodhall Spa parish in 1894.
