Adopted parents: Elisha Hall and Mary Cowdy
Westley Hall's Wood County, West Virginia Delayed Birth Certificate indicates that Wesley was the "fifth child" which is another indication that Owen was not Elisha and Mary's son though they claimed him as a son. I have not searched for any adoption records but Elisha and Mary raised him whether legally adopted or not.
