While more family trees identify his parents as John Waters and Arabella Strachey than any other option, it does not appear likely that this is true. He is not mentioned in the 1686 will of Arabella's father, who does mention Arabella's other child (Elizabeth Cox). If he was born after 1686, he would not likely have been the father of Winifred, born about 1703. On the other hand, a John Waters was involved in settling the estate of the John Waters who married Arabella Strachey (although not until some months after the death)[1], so he may have been related in some way.

It seems that his ancestry is unknown. Other options given in family trees might be worth pursuing.
