Frederick Pakes was born in 1851 at Luton in Bedfordshire, son of a hat finisher called Mary Ann Pakes, formerly Day, and her husband George Pakes, a hat blocker. Frederick appears in both the 1861 and 1871 censuses living with his parents and siblings on Guildford Street in the centre of Luton. By 1871 he was also described as a hat blocker, albeit he was unemployed on census night.
Shortly after the 1871 census, aged 19, Frederick married Ellen Smith. She was a few months older than him, and already had a young daughter, Emily, who had been born in 1869. Between 1872 and 1881 Frederick and Ellen went on to have a further twelve children together, although one died at the age of two.
The 1881 census finds Frederick and Ellen and their children living at 25 John Street in Luton, with Frederick working as a blocker and Ellen working as a straw sewer.
Frederick died in 1890, aged 38. Ellen survived him by four years.
