Who is Peter Clare's second wife Elizabeth?

Elizabeth's obiturary from the 12 Aug 1916 edition of The Philadelphia Inquirer:

"CLARE. - Aug. 10, 1916. ELIZABETH CLARE, formerly Harvey, beloved wife of Peter B. Clare. Relatives and friends are invited to attend funeral, on Monday, at 2.30 P. M., from her late residence, 2424 S. Clarion st. (Broad and Ritner sts.) Interment Mt. Moriah Cemetery. Friends may call Sunday evening"

The phrase "formerly Harvey" indicates that she was married before. The 1910 census gives Elizabeth a birth of about 1858 in New Jersey. Peter had a stepsister, Elizabeth Ackley, daughter of Lorenzo Ackley, who was born in New Jersey in 1845 and married Walter Harvey. Walter died in 1899. Did Peter marry his stepsister? Did Elizabeth (Ackley) Harvey fudge her age to marry a younger man? Peter's sister Caroline did marry her stepbrother, Lorenzo Ackley, brother of Elizabeth!
