Edmund Hutchings Turner was born on 15th June 1891 at Plymouth in Devon, son of Maude Turner, formerly May, and her husband Edward Thomas John Turner, a sailor. He was named after his mother's maternal grandfather, Edmund Hutchings, who died in 1891. Immediately before young Edmund's birth his parents had been living in one room at 12 Cecil Street in Plymouth. He had a sister Dorothy born in 1892, but she died the following year aged one.

Some time between 1893 and 1898 the family left England and moved to Ireland, where Edward worked in various coast guard stations. Edmund's sister Gladys was born at Bunmahon in County Waterford in 1898, and the 1901 census finds the family living at Downeen near Rosscarbery in County Cork. Another sister, Anne (Daisy) was born at Castletownbere in County Cork in 1903. By 1911 Edmund's parents had moved back to England and were living at St Just in Penwith in Cornwall.

By this time Edmund had left home. He joined the Royal Navy in 1906, aged 15. He would serve in the Royal Navy right through the First World War and until at least 1927, becoming a Petty Officer. He was described as being 5' 6½" tall with light brown hair, brown eyes and a fair complexion.

Edmund was married in 1921 to Ada Janes. They appear to have had one son in 1924.

Edmund's father Edward died in 1928 in Plymouth. Edmund only outlived his father by four years; he died on 12th July 1932 at the Naval Hospital in East Stonehouse, Plymouth, aged 41.
