Clifford Perkins worked as a telegraph agent and later a railroad ticket agent. While in Pueblo, Colorado, he started a music store. According to his grandson, he abandoned the family when his daughter was very young.
I found that he had moved to Chicago and was associated with the Frances-Clifford Music Company. He co-authored the WWI patriotic song "Do your little bitty-bit right now” in 1917.
He was listed as a music publisher in the 1920 census.
