Is Karl Frey also "Charles F Frey"?

In SP/SPC, there is a tombstone for "daughter of C (G?) & E Frey" & "1Y 4M 6D" with death occuring on March 23, 1870. Would this have been Karl Frey's sister? Since Elisabeth Farnlacher Frey would only have been 12 years old, it seems unlikely to have been her daughter.
