    Billy Lewis Ramsey, 61, of Topeka, passed away December 23, 2012 at his home. He was born in Wichita, KS to Clarence H. and Doris I. (Breedlove) Ramsey on February 17, 1951. He served his country as a United States Marine from 1970 to 1973. Billy graduated from Wichita State U. in May of 1983 with a degree in Business Administration and received his Master degree in Public Administration from the University of Kansas in Dec. of 2003. He was employed by the Kansas Highway Patrol from 1976 to 2003 and retired as a Major. He also served in the Kansas Army Reserve as a Major until 2003. Billy was the superintendent for the Kansas Soldiers Home at Fort Dodge, KS from 2003 to 2007 and a Human Resources Specialist with the Veterans Affairs from 2009 to 2011. He was a member of the VFW, the Disabled American Veterans, an avid motorcycle rider, runner and a cyclist. Billy married Mary Elaine Buck on February 5, 1982 in Wichita. She survives. Also surviving are his children, Billy Ramsey, Heather Bowen and Christopher Ramsey; 7 grandchildren, Billy Ramsey, Russell Ramsey, Ian Ramsey, Lauren Bowen, Christian Bowen, Oliver Ramsey and Charlotte Ramsey; 3 siblings, Duane Ramsey, Dwight Ramsey and Cindy Grieshaber. He was preceded in death by his parents, Clarence and Doris Ramsey. Graveside services and inurnment will be held at 10:00 AM Saturday, December 29, 2012 at Resthaven Cemetery in Wichita, KS.
