The document appears to be dated January 23 1867, but the last digit of the year is ambiguous and has been transcribed as "9" in the FamilySearch transcript of this record. In the images available at Ancestry.com, the license is between other licenses from 1869. However, based on the way the licenses are organized, it appears possible that they were placed in order at a later date, by someone who read the year as 1869. The only other evidence of the year of marriage is the 1900 census, which says they were married 33 years, supporting an 1867 date.
