In the 19th century the parish of St. Thomas-the-Apostle was part of Launceston Poor Law Union and Registration District. In 1889 it was split into rural and urban parts, with St. Thomas-the-Apostle Urban becoming a part of Launceston Municipal Borough in 1894, and St. Thomas-the-Apostle Rural (parish) joining the Launceston Rural District.

St. Thomas-by-Launceston Rural (Cornish: Sen Tommos Lannstefan), also known as St. Thomas-the-Apostle Rural, was a civil parish in the east of Cornwall, England. It is centred on the village of Tregadillett (Cornish: Tregadylet) northwest of Launceston. The parish was bounded to the east by Launceston St. Mary Magdelene, to the south by South Petherwin Rural, to the west by Trewen, and to the north by Egloskerry and St. Stephen's by Launceston Rural.
