Lower Cwmyoy was a parochial area within the parish of Cwmyoy until about 1894 when it became a separate civil parish in Abergavenny Rural District. It contained the village of Cwmyoy.

In 1935, in a move to reduce the number of parishes within Abergavenny Rural District, Lower Cwmyoy was absorbed into the civil parish of Crucornau Fawr.
