Fulton was a chaplain in France 1917-1922. He was a Curate in churches in Toronto, St. Catherines and Hamilton. He was Archdeacon of Hamilton in the Diocese of Niagara 1936-1962 when he retired. He was given the Canada Award for long service in 1950. Chaplain of R.H.L.I.(W.R.) 1932-1947 as Honorary Major.
