He was the 2nd eldest of 12 children.

After migrating to Kentucky from North Carolina, William Milliken married Polly West (his first cousin) and they settled in southern part of Simpson County, KY on Spring Creek near Sulphur Springs Meeting House, which is located approximately 8 miles from Franklin, KY. His plantation consisted of 500 acres with a large brick mansion. He also owned 25 slaves.
