William Charles Marshall was born on 3rd December 1863 at Luton in Bedfordshire, son of a straw hat sewer called Rachel Ellen Marshall, formerly Linney, and her husband George Marshall, a hat blocker. William was the second of their eight children. His paternal grandfather, William Marshall, had died earlier that year, so it is possible young William Charles was named after his late grandfather.

The family generally lived in the southern suburbs of Luton, although William's sister Sarah was born in 1865 at Leighton Buzzard, which is where their mother Rachel's parents lived. The 1871 census finds the family living at 39 Albert Road in Luton. In the late 1870s the family moved over fifty miles away from Luton to Peterborough, where William's father worked as a railway labourer. The move proved temporary, and by 1881 the family had returned to Luton, living at 46 Albert Road. By this time William was working as a bricklayer.

On 7th February 1885, aged 21, William married Sarah Jane Elizabeth Hull (who was generally known as Elizabeth). They went on to have four children together between 1885 and 1892. The 1891 census finds the family living at 57 Cardigan Street in Luton.

William and Elizabeth's youngest child was born in 1892 in the neighbouring town of Dunstable, but by 1901 the family had returned to Luton, living at 31 Cumberland Street. In 1911 they were just around the corner at 180 Park Street. William's father died in 1907 and his mother in 1908, both at 46 Albert Road, where they had lived since their return from Peterborough about thirty years earlier.

Elizabeth died in 1925, aged 59.

At the outbreak of the Second World War, William was living with his daughter Lily May (or Lilian) and her husband at 59 Farley Hill in Luton. His name was given as "Charles W. Marshall" on that occasion, raising the possibility that he may also have been known by his middle name. He died two years later, aged 77.
