George Marshall was born on 8th December 1861 at Luton in Bedfordshire, son of a straw bonnet sewer named Rachel Ellen Marshall, formerly Linney, and her husband George Marshall, a hat blocker. Young George was the eldest of the couple's eight children. The family generally lived in the southern suburbs of Luton, although George's sister Sarah was born in 1865 at Leighton Buzzard, which is where Rachel's parents lived. The 1871 census finds the family living at 39 Albert Road in Luton. In the late 1870s the family moved over fifty miles away from Luton to Peterborough, where George's father worked as a railway labourer. The move proved temporary, and by 1881 the family had returned to Luton, living at 46 Albert Road. By this time George was working as a straw hat blocker in Luton's hat industry.
In 1883, aged 21, George married Minnie Ann Leach, who was originally from the village of Barton, just north of Luton, but who had been working as domestic servant in a baker's shop on Albert Road in Luton. Between 1884 and 1906 they had eleven children together, although two died young. The 1891 and 1901 censuses each find the family living at 24 Albert Road in Luton. In 1891 George was working as a painter, but by 1901 he was again working as a straw hat blocker. Minnie's widowed father was staying with them at the time of the 1891 census.
George's father died in 1907 and his mother in 1908, both at 46 Albert Road where they had been living since their return from Peterborough about thirty years earlier.
By 1911 George, Minnie and their children had moved a short distance to 28 Cambridge Street.
George died in 1929, aged 67. Minnie survived him by two years.
