When Ramsey County was established on 27 October 1849 as one of Minnesota Territory's original nine counties, it extended north to Mille Lacs Lake. By 1857, much of its original territory became Anoka, Isanti, Mille Lacs and Aitkin counties. Ramsey is now the smallest county in the state. The city of St. Paul was the capital of the Territory, and the only capital of the state, as well as the county seat for Ramsey County.
