Thomas Palmer was born on 11th May 1836 and baptised the following month in the parish of St John Horsleydown in Southwark, Surrey, on the opposite bank of the River Thames to the city of London. He was the son of a corn merchant also called Thomas Palmer, and his wife Hannah. The family lived on Thomas Street in Southwark, and Thomas's parents appear there in the 1841 census, although Thomas does not appear to have been listed with them on census night.

By 1851 the family had moved to 23 Glengall Grove off the Old Kent Road in the parish of Camberwell, where Thomas appears in the census as a scholar living with his parents, a sister and a servant.

On 19th July 1859, aged 23, Thomas married Jane Timothy at the church of St Giles in Camberwell. They had one child, a boy called Thomas Cassanet Palmer (Cassanet being Jane's mother's maiden name), born in Camberwell in 1860.

The 1861 census finds Thomas, Jane, their baby son and two servants living at 2 Gotha Place on Queen's Road, Peckham in the parish of Camberwell. Thomas described himself as a corn merchant, having gone into the same occupation as his father.

By 1864 the family had moved to the northern suburbs of London, living at 12 Penn Road Villas in the Holloway area of the parish of Islington. Thomas died there on 19th January 1864, aged 27. Jane survived him, and remarried just under two years after his death.
