Stephen James Hare was born in 1895 at Sheerness on the Isle of Sheppey in Kent, son of a painter and decorator named George James Hare and his wife Emily. Stephen appears in both the 1901 and 1911 censuses living at 17 Strode Crescent in Sheerness with his parents and brother George. By 1911 he was an apprentice electrical fitter based at the local dockyard.
Shortly after the First World War, Stephen married a teacher named Lilian Mary Rice. They married on 26th July 1919 at the Congregational Church in Plumstead, although Stephen still gave 17 Strode Crescent in Sheerness as his address. By this time Stephen was working as a draughtsman. Stephen and Lilian returned to the Isle of Sheppey, where they had a daughter in 1920.
By 1936 they had moved to Selsdon in Surrey. Stephen died on 20th July 1936 at Purley Cottage Hospital in Croydon. He was only 40 years old when he died. Lilian survived him by 22 years and remarried the year after his death.
