Note from Bob Mitchell: "Samuel Spencer was educated at Princeton and received LL.D. from there in 1783. Was Rep. from Anson Co., North Carolina at the Provincial Congress 25 Aug 1774; of the Salisbury District at the Provincial Council 20 Aug 1775 and Anson Co., at the Provincial Cong., 4 Apr 1776; 1775 appointed Colonel of Anson Co., North Carolina Militia; Served as Clerk of Court, Anson Co., and in 1777 was one of three Judges appointed to the first Superior Court.
