His father may have been Edward Burroughs, "a distinguished minister in the Society of Friends, of Underbarrow, Westmoreland county, England."

Samuel Burrough settled on lands purchased from Joseph Heritage and Richard Bromley, on the south branch of Pennsaukin Creek. His house was said to be "the old Richard Bromley House."
