He was born in the family of Colonel Peter Yelizarovich Shelting (up to 1716 - November 1768). After receiving initial training at home, he was designated a cadet in the Naval Cadet Corps, where four years later was released to the cadets. In the rank of midshipman Shelting made annual voyage to the Baltic Sea. In 1779 on the frigate "Natalie," he went to the shores of England, but the frigate, as indicated in the sources, was wrecked at the Dutch island Shkellinga (probably talking about the island of Terschelling), and a simple merchant ship he got to London, and returned to Kronstadt in 1780. He made the transition from Kronstadt to Livorno and back to the years 1781-1782 and the two move to a 74-gun battleship, " Vladislav "and transport "Solovki" from Kronstadt as in Arkhangelsk in 1783-1787, respectively.
