Possible Fulton County, Illinois Connection

There is a Richard Toomer, born in 1838, buried in Coal Creek Lutheran Cemetery in Fulton County, Illinois. The 'Historical Encyclopedia of Illinois and History of Fulton County mentions that he was a farmer "of both Ohio and of Fulton County." More research needs to be done to see if this is the same Richard Toomer who served in the 1st Ohio Heavy Artillery.
