It could be assumed that Philadelphia was born in Fairmont, Marion County, but her Find-a-Grave memorial page states that she was born in Parkersburg, Wood County, WV. Her 1847 estimated birth year is before either Marion County or Wood County began keeping birth records. SAR Application #97761 gives her birth as 17 Dec 1847 in Middleton, Virginia. Middleton was the former name for Fairmont.
